Two dumps and a large development facility sat on what is now the Horseshoe Road Superfund site, the soil contained significant amounts of Volatile Organic Compounds (VOCs).

The Challenge

Two dumps and a large development facility sat on what is now the Horseshoe Road Superfund site. Combined, these structures had been placed on the National Priorities List based on their close proximity, especially because their contaminants were comingled and threatening the same resources. Extensive site surveys conducted by the Environmental Protection Agency revealed that the soil contained significant amounts of Volatile Organic Compounds (VOCs), base-neutral compounds, heavy metals, pesticides, and polychlorinated biphenyls (PCBs). In addition, the EPA also discovered that sediments and surface water from on-site wetland area was contaminated with many of the same toxins.

The Solution

The Conti Group was commissioned by the US Army Corps of Engineers, Kansas City District to rehabilitate the site. Working with its client and subcontractors, Conti devised a detailed work plan and developed valuable methods of cost-control to finish the project on time and under budget. A combined savings of over $300,000 resulted from Conti's proposed sampling method of stockpile dissection and resampling of characterized hazardous stockpiles. The team also achieved 493 working days with 71,088 labor hours to keep meet the USACE's specific project completion deadline.

The EPA has filmed a "Remedial Project Manager Training" video onsite using the Horseshoe Road site as a model jobsite. The video will include Conti-Client progress meeting, use of cost curves, and examples of how to effectively improve the communication flow between all parties on site.
