The Challenge
Westchester's major, twenty-acre retail center had had problems with its soil since the late 1960s. The site, upon which Pelham Plaza Shopping Center now sits, formerly housed a manufactured gas plant until 1951 and a liquid petroleum-air gas production plant until 1968, both of which were owned and operated by Consolidated Edison of New York, Inc. These manufactured gas and purification operations resulted in the production of various contaminants, including purifier waste materials and coal tar residuals, or non-aqueous phase liquids (NAPLs). All of the contaminants were detected in soil and groundwater during site investigations conducted between 1989 and 2004, leaving Con Edison with the desire to remove these contaminants, due to public safety concerns.
The Solution
The Conti Group remediated the site to Con Edison and the public's fulfillment. Soil and groundwater contaminants were completely removed through the use of innovative technologies, especially in the implementation of Conti's soil vapor control system and jet grouting. In addition, 196,287 man-hours were performed on an aggressive schedule to complete the project two weeks ahead of the completion date despite the scope of work changing multiple times. Conti was able to achieve all of this while providing public access to active commercial establishments and protection from contaminated compounds.
