The Challenge
The United States Air Force (USAF) issued the Hydrant Fuel System Task Order (TO) in the mid 2000s. This order was called to provide performance of annual tightness testing, monthly monitoring, and response to suspect leak locations at various Department of Defense (DoD) facilities, including Pacific Air Forces and Army bases. The project would involve hydrant permanent leak detection system installation, pipeline construction, tank gauge supply and replacement, and secondary containment repair and certification at facilities in 33 US states and 5 countries around the world, including Japan, Italy, and Greece.
The Solution
The Conti Group worked closely with subcontractors and stakeholders to manage worldwide leak tests and remediation. We mobilized teams quickly to keep up with annual reports by creating dedicated activity-specific project teams for consistent resources familiar with specific required work activities. On-site Conti crews also worked diligently to plan and execute all leak tests and repairs quickly, as the Air Force bases needed them to work on a very time-accelerated schedule. In addition, the crews managed to perform all pipeline leak investigations, repair, excavation, screening and sampling, soil segregation and stockpiling, removal of failed pipelines, and installation of new pipelines without having to close down any DoD facilities.
Conti successfully managed upwards of 40 federal contracts simultaneously, ultimately bringing the Air Force and Army bases around the world the leak tests and repairs that they needed to operate at 100 percent.
